Hogan Lovells’ Ivan Zapien, a Democratic lobbyist who previously was chief of staff to now-Senate Foreign Relations Chair Bob Menendez (D-N.J.), and former House GOP aides Aaron Cutler and Chase Kroll will lobby for the exchange.
