The NYDFS is known for being especially rigorous in its approach to cryptocurrency businesses compared to other state regulators, requiring an exacting review of capital requirements and policies regarding money laundering, fraud, capitalization, consumer protection, and cybersecurity. It's an unpopular approach among many in the crypto industry, some of whom have even opted to pull business out of New York rather than bear the high cost of compliance.
Distributed ledger technology (DLT) is a decentralized database that various network participants administer. Blockchain is a type of DLT where transactions are recorded using a hash, which is an immutable cryptographic signature. This means that if a single block in a chain is modified, it will be immediately clear that the chain has been tampered with. One solution to make computation possible, chosen here, is to pad the time series with zeros where required. However, the zero padding will impact the reliability of the results. Pale colours represent those areas outside the cone of influence with less reliable results (as seen on Fig 3). Higher period bands require more data for computation resulting in the cone shape.
